St. Thomas Aquinas Academy Association RULES OF PROCEDURE ARTICLE I - PURPOSE These Rules of Procedure are adopted as a supplement to the Statutes of St. Thomas Aquinas Academy Association in accordance with Article XVII, paragraph 2. These Rules of Procedure set the operating procedures followed by the School Advisory Board in areas that are not covered in the Statutes. ARTICLE II - VOTING PROCEDURE The Chairperson of the School Advisory Board shall determine what matters will be brought before the School Advisory Board for a vote. Proposals and recommendations of the various Standing Committees of the Board shall be sent to the Chairperson in advance of any official Board meeting in order to be put on the agenda and brought to a vote before the full Board. The Chairperson shall determine whether such proposals or any other matters to be brought before the Board for a vote shall be sent to the members of the Board in advance of the scheduled meeting when they shall be discussed. Under the direction of the Chairperson and Executive Committee of the School Advisory Board it is the goal of the Board to reach consensus on any matter brought to a vote. If consensus cannot be reached the Chairperson will call the matter to a vote 2/3 majority of a quorum (50% plus 1) of the Board will be needed to carry any vote. ARTICLE III - GUEST PROCEDURE According to Article VIII, paragraph 7, parishioners/parents ("guests") who wish to address the Board will submit the request in writing to the Chairperson at least one (1) week prior to the any Board meeting. At the discretion of the Chairperson any guests in attendance at a Board meeting may be given the chance to address the full Board if time permits. All matters addressed by guests at any particular Board meeting will be given no more than 15 minutes of time on the agenda. The Chairperson in consultation with the Executive Committee may allow for more time for any particular matter if necessary and if such matter does not detract from the normal business of the Board. ARTICLE IV - AMENDMENT These Rules of Procedure can be amended by a vote of the Board at any Board meeting to address matters that pertain to the School Advisory Board and are not covered by the Statutes of the St. Thomas Aquinas Academy Association. ARTICLE V - ADOPTION These Rules of Procedure and any amendments to them must be adopted by unanimous vote of the School Advisory Board at a meeting of the Board. |
